Heads up wrt our _other_ deliverable

The TAG has been talking on and off for a long time about XML
Functions and the "default processing model".  I took an action to
write up our preliminary conclusions [1] at the last TAG f2f, and the
result is now publicly visible:

Since the TAG doesn't 'do' RECs as such, if the TAG decides it likes
this one thing that _might_ happen is that it would just get dumped in
our laps, so, I thought I should give the WG advanced warning.

The thread to pick up in order to comment where the TAG will notice is
on the public TAG mailing list (mailto:www-tag@w3.org) archive [1].
