Actually, I have now come full circle on splitting of specs...in
general I see splitting specs as a technique to address issues that
cannot be resolved, rather then a phased model to make it easier for
implementators.

what are the benefits to the end user, for splitting the spec? I think
that a non-normative optional section lowers the 'implementators' bar
sufficient enough.
