further discussion of xml:id is now occurring on www-tag

Since a variety of people have agreed it would be
worthwhile to get the TAG involved in the issue
of xml:id/xml:* namespace/C14N/etc., the XML 
Coordination Group tasked Norm to initiate a
TAG issue on this topic.

Norm sent email at
http://lists.w3.org/Archives/Public/www-tag/2005Feb/0015
and I urge people to continue the discussion in
that forum for the time being.  The XML Core WG
is certainly concerned about all the ramifications
of this issue and eagerly awaits wider input from
all parties.
