Updated XInclude 1.1 spec

Hi folks,

Per Henry’s suggestion, I clarified that the encoding attribute is on the
xi:include element in section 4.4 and I added an example C.9 that uses
the ‘encoding’ attribute. The example in C.9 is pretty lame, suggestions
for improvement most welcome.
