  I am still a bit puzzled about the suggestion I made before the
Last Call to hint that the Mime-Type of the XIncluded resource
should be used to pick the interpretation of the fragid mechanism
instead of just saying it is application dependant. Erik Wilde seems
to go into that direction too, and I failed to find such a wording in
the diff version of the Last Call spec except in the definition of the
parse attribute. This IMHO should be hooked to the fragid definition too
and in section 4.5 "Included Items for other values of parse", as is
people will just thing that the Mime-Type influence how the resource
is treated to generate character for inclusion, while my understanding
is that it should also influence which subset of the resulting character
are included if there is a fragid.
