Under scope, I think it should say something like:

	The Working Group is chartered to decide whether to develop a MicroXML Recommendation based on the work of the MicroXML Community Group, and if it decides to do so, to develop such a recommendation.


Under deliverables:

	The Working Group may produce a MicroXML Recommendation.
