Suggested resolution of objection to Associating Style Sheets PER

Daniel, Tim,

The XML Core WG had made a draft of the
Associating Style Sheets with XML documents 1.0 (2nd Ed) PER
available at http://www.w3.org/XML/2010/04/xml-stylesheet/

As recorded in our DoC at
http://www.w3.org/XML/2010/01/disposition.html#issue-glazman-1
Daniel raised an objection that was discussed during
our unsuccessful to-PER transition telcon.

In an attempt to address the issue, the XML Core WG
has produced a draft with some new wording; the diff-marked
version is available at
http://www.w3.org/XML/2010/05/xml-stylesheet/diff.html

The XML Core WG asks that this new draft be transitioned
to a PER for AC review toward becoming a 2nd Edition Rec.
