Here is my first draft PR transition request for XLink 1.1.

There are lots of holes to fill.

I don't seem to have a link to any version of the spec more
recent than the year old second LC. Norm, can you point me
to the latest editor's draft?

The next most important hole is our implementation report.
We are claiming we can skip a second CR and go straight to
PR on the basis of our previous successful CR, but when I
look at the supposed implementation report at
there's almost nothing there. Is there a more complete IR
that I'm missing? If not, what can we add to this IR to
make it more complete? If nothing, then I'm not sure we'd
be able to skip CR.

Aside from as-yet-uncertain dates, we will also need to
generate some diffs.

And we'll need to update the DoC at

And we'll need to complete the SotD.

of the resolution sent to every commentor, and acceptance of the
resolution by each commentor recorded in the DoC at

on 28 March 2006
at http://www.w3.org/TR/2006/CR-xlink11-20060328/
as a Candidate Recommendation.
As indicated in the Implementation Report at
the implementation feedback
was positive, but we decided to go back to LC to incorporate
references to the LEIRI WG Note at

Because of the previous successful CR and as announced at
the XML Core WG is, at this time, requesting a transition
directly to PR.

A review version with changes from the 1.0 version highlighted
is available at
A review version with changes since the second Last Call
version highlighted is available at

There have been no changes in patent disclosures since LC:
(there are no disclosures).

The WG's decision to request transition to Proposed
Recommendation was taken during a teleconference on
@@ April 2009 whose minutes may be found at

We propose a publication date of @@ April 2009.
