"Resource Identifiers"

I've been thinking about our RFC, "XML Resource Identifiers".

I think in the context of an RFC this may be a poor choice of title.
I wonder if "Authored Resource Identifiers" would be better? They're
really about strings that authors type, not XML.

Any comments?
