Updated (almost) PR-ready version of C14N 1.1

Glenn has produced, and I've put up at
http://www.w3.org/XML/Group/2007/12/PR-xml-c14n11-20071211.html
an almost PR-ready version of C14N 1.1.

I still need to check the SOTD which I'll do tomorrow
and I might update it then, but the real content should
be ready for a pre-review by XML Core and XML Sec Maint.
