I could not reuse PER-xinclude-20061003.xml as it was edited in a way which 
destroyed diff and cvs diff, I just copied back the fix for ID dt-IRI
There is a ChangeLog and a Makefile in that directory. Every change from the
original XML of REC-xinclude-20041220 is logged in CVS and commented. If
there is a need to change the documents please try to keep those informations
up to date. Here is the ChangeLog section for the changes needed today:

          decision on the last teleconf
        * Makefile: updated the date, moved back to REC
