The editor said dropping the attribute was an oversight [1] at the
time of WD publication. That's why it was back.
However, later it was removed again since there were some objections
re target, and adding it would make things harder to publish a PER
[2].

So, the current Editors Draft again took the attribute out from the DTD [3].
