I just noticed that while the DTD now enables <hr/> in <form> and
<button>, it still doesn't allow it in other elements, because
BlkPres.class doens't appear in 
<!ENTITY % Block.class
     "%BlkStruct.class;
      %BlkPhras.class;
      %BlkSpecial.class;
      %Block.extra;"
> in xhtml-basic11-model-1.mod.

Could you confirm this is indeed a bug?
