I have an action item to add XHTML 1.0-like Appendix C content to XHTML 1.1. However, I think in retrospect we would do better to add it to the XHTMLMIME document (http://www.w3.org/TR/2002/NOTE-xhtml-media-types-20020801/) and just reference it from M12N and all other XHTML Family Markup Languages. It is informative, but so is Appendix C. That way we can keep it current/fresh as the browser landscape changes and help our community to write XHTML that works in existing non-XHTML user agents.
