XHTML Modularization updated

As per my action from today's meeting, I have created an updated 
Editor's Draft of XHTML M12N 1.1.  This draft is getting ready for 
Recommendation Publication, but is not quite there (Steven, we need an 
updated Status section).  I also made the reference changes suggested 
and added the wording about latest version and this version for the DTD 
and SCHEMA implementations.  The draft can be found via 
http://www.w3.org/MarkUp/Drafts#xhtml-modularization - as per usual.
