[MMSEM-UC] Update on Tagging UC

Dear all

Following the review of the Tagging UC, and the discussion this triggered,
our UC has been updated accordingly to reflect that.

The UC now focuses on the issue of interoperability, leaving out the rest
of the issues previously mentioned. We are still discussing internally in
order to present a concrete solution.
