[MMSEM] Email subject prefixes

MMSEM XG,

In order to facilitate email filtering, we propose to use the following subject prefixes in messages of our mailing list.

[MMSEM]: the default one,
[MMSEM-UC]: use cases related,
[MMSEM-Liaison]: liaison related,
[MMSEM-Vocabulary]: vocabulary related,
[MMSEM-Tool]: tools related,
[MMSEM-Resource]: resource related.

Comments and suggestions are welcome. We will propose further prefixes whenever necessary.
