Dear all,

still in the middle of the summer, here comes a first draft of a new 
Charter for the second-and-final year as an incubator group. I have 
created it using the W3C Charter generator, and filled in the content in 
a way that I think is in line with what we had agreed in May/June.

Comments on this draft are welcome!

The list of sponsors (initial supporting W3C members) is currently based 
on the feedback I received in spring when asking group members to 
indicate whether and how they would like to continue the work. I am sure 
it is incomplete, so please get back to me if you would like to see your 
institution added. Please note that at this stage, we need support only 
from *W3C members*; we can (re-)invite "Invited Experts" once the group 
is created.

IMPORTANT: For each W3C Member Institution, the AC Representative needs 
to support the sponsorship. If you are unsure whether your institution 
is a W3C member, see [1]; if you don't know who is your AC 
Representative, see [2]. Please *contact your AC Rep* and show them this
