Another to add to this mix is the "Glossary of Humanitarian
Aid and Emergency Terms & Acronyms" a few of us put together
several years ago for Sahana foundation developments - it's
a compilation of several popular EM Glossaries available at:

Also - I have a schematic "disaster damage entity
relationships" drawing constructed from the 1990's
application "The Emergency Management System" that might
prove useful for ontological developments. It only describes
a small subset of Emergency Management inter-systems
communications, however it gives an idea of the type of
interactions required... available at:

(PS - If anyone wants to copy the text from the PDF's and
dump it on a Wiki, please feel free - the only thing I ask
