ACTION-419: Proposed text

Per ACTION-419, I was to rephrase the last pargarph in this section:

  http://www.w3.org/2006/WSC/drafts/rec/rewrite.html#error-common

Originally, this was meant as a hook for the chrome and user
interface best practices; however, the conformance model for the two
sections is sufficiently different that it doesn't make sense. I
therefore propose replacing the current text:

The error interactions characterized in this section are intended
to communicate security context information, and therefore MUST
fulfill relevant requirements in 7.1 Chrome and User Interface
  Practices.

... by a mere reference:

The error interactions characterized in this section typically
involve communication of security context information. See 7.1
Chrome and User Interface Practices for best practices for the
  presentation of such information.
