Last Call - and wsc-usecases

The schedule in the charter (which we are no longer on) does indeed call
for a last call for the Note well before the rec track. However, I sent
out mail on this a while back, in the context of the exhaustive list of
security information available. So, now that this issue is all on our
collective mind, let's do a refresh to see if something needs to change:

The list is exhaustive. Yet, if we find input that we want to incorporate
in the process of iterating on the recommendations, it needs to be
included in the wsc-usecases list. At the time, I said that meant we
needed to move the last call of wsc-usecases back substantially, and I did
so. If that is a problem, we need to revisit that issue, and decide what
process we'll use in the case of having a post-last-call wsc-usecases that
needs updating (I imagine there is such a process).
