We MUST publish a version of at least one live Technical Report
every three months, and we SHOULD publish a version of each live
Technical Report every three months.

Note that Last Call is formally something that only happens for
rec-track documents; however, our charter demands that we do one for
the Note as well, and that we do so at a significantly earlier stage
than for the rec track documents.
