ACTION-105 Propose text on notifiaction / information bar

Same set of questions with this one. If there's something wonderful about 
the notification/information bar, it doesn't seem to be reflected in the 
Note under merits of the status quo. If it should be, someone should move 
on this action item. Otherwise, we should close it.
