EVCerts -- where's the normative language?

reviewing the current material on EV Certificates,

I can't find any proposed normative requirements -- the material in
there appears to report on the current state at the CA/Browser
forum, but does not seem to propose a user experience.  That matches
my observation in reviewing the 12 July state of the editor's draft.

So, where's the normative language here?
