I agree with adding the definitions, when getting on Rec track. 

 

The most natural and efficient way to do it would be to ask all text contributors to check through their respective parts and propose what they believe should be defined, before we review and agree them,

If we need one, sure. If not, we can put it off until the rec track 
document. What are the terms in wsc-usecases that are used in multiple 
places that need definitions for readers/reviewers? As a reminder, here's 
our glossary, though it hasn't gotten much action beyond the great chrome 
debate:
