assumptions section

I've started a draft of the Assumptions section. It has a couple questions 
for all, and a todo to me in it, but the basics as I see it are there. 
Please take a look. Even for text that perhaps should move elsewhere, I'd 
like very much to hear about any disagreements. And of course, other 
additions, gaps noted, etc. are all very welcome.
