LC Candidate ready for WG review

Hello all,

The version checked in now is the version proposed for LC publication.
Before publication, we need to update the acknowledgements with the proper
list (Jacek, I think you were going to determine the list).  I will be on
vacation next week so will not attend the Tuesday call.  Holger will handle
updates identified during the call.
