RE: AIN, NOBI and composition

Ashok,

The thing that you have omitted from your question is the "client' policy 
that is intersected.

Taking your example as the server policy:

<Policy>
  <A/>
  <B/>
</Policy>

Here's what I perceive is your client policy:

<Policy>
  <A/>
  <B/>
  <C/>
</Policy>

These two policies are not compatible, hence you don't engage an 
interaction.

If you had client policy that used wsp:Optional (or two normal form 
alternatives) then the two policies
DO intersect, but the compatible alternative is the one without <C/>

<Policy>
  <A/>
  <B/>
  <C wsp:Optional='true'/>
</Policy>

Intersection yields the following:

<Policy>
  <A/>
  <B/>
  <A/>
  <B/>
</Policy>

Note that C is not in the compatible, intersected alternative. Hence, you 
do not apply C.

If the client policy were:

<Policy>
  <A/>
  <B/>
  <C wsp:Ignorable='true'/>
</Policy>

and the client intersection mode were "lax", Then the intersected policy 
would be:

<Policy>
  <A/>
  <B/>
  <A/>
  <B/>
  <C wsp:Ignorable='true'/>
</Policy>

in this case, since the <C/> assertion is ignorable, we the client  can 
infer that it does not manifest itself in the
interaction (on the wire) and hence C is applied (because it is IN the 
alternative, but its behavior has some semantic
outside the message exchange and since its in the client policy, the 
client should know what this behavior is)

So, in answer to your question, it depends on what the client policy is. 
The answer might be Yes or No, depending
on whether C was ignorable.

If you are saying that the server has a policy with C ignorable= "true" 
and there is some behavior implied by <C/>, but that 
asssertion is not represented in the client policy, then either the client 
is unaware of <C/>'s existence altogether and it has
been doing this all along and will continue to do so until it runs into a 
server policy that says (no ignorable attribute) :

<Policy>
  <A/>
  <B/>
  <C/>
</Policy>

in which case it will NOT intersect and there will be no interaction in 
which to apply the behavior until
such time as the client policy is updated to include <C/> (so as to effect 
a compatible intersection),
 at which time we will have a server policy of:

<Policy>
  <A/>
  <B/>
  <C/>
</Policy>

and a client policy of 

<Policy>
  <A/>
  <B/>
  <C/>
</Policy>

and an intersected policy of 

<Policy>
  <A/>
  <B/>
  <C/>
  <A/>
  <B/>
  <C/>
</Policy>

at which point the behavior implied by <C/> will be applied.
