After talking to Philippe, I'd propose to use
http://www.w3.org/2006/11/ws-policy.xsd instead of
http://www.w3.org/2002/ws/policy/ns/ws-policy . The reason: If something
happens during CR, the WG would be forced to stop using the 2002 URI.
