NEW ISSUE: Namespace URI for W3C WS-Policy

Title - Namespace URI for W3C WS-Policy

Description - 

We need to specify a W3C namespace URI for the W3C WS-Policy
specifications.

Justification - 

WS-Policy Framework [1] Section 2.3 "XML Namespaces" defines the prefix
wsp for the namespace URI "http://www.w3.org/@@@@/@@/policy".  Various
other locations in [1] use this temporary URI.  

WS-Policy Attachment [2] Section 2.2 "XML Namespaces" defines the prefix
wsp for the namespace URI "http://www.w3.org/@@@@/@@/policy".  Various
other locations use this temporary URI.

We need to change this temporary URI to an actual namespace URI and
provide a namespace document at that location.  

See [3] for the W3C recommended policy on namespace URIs.  Note the
following:

"Director approval of a namespace URI is NOT REQUIRED when the URI has
the form http://www.w3.org/YYYY/MM/ssss, where:

- YYYY and MM are decimal digits corresponding to the year and month of
URI allocation, and 
- ssss is a short string not causing confusion, alarm, or
embarrassment."

Target - 

WS-Policy Framework [1] and WS-Policy Attachment [2] both need to be
changed.  

Proposal - 

a) Change "http://www.w3.org/@@@@/@@/policy" to
"http://www.w3.org/2006/07/policy" in all locations in [1] and [2].
b) Check for any locations that might retain the namespace URI from the
original member submission specifications.
c) Create a namespace document to be placed at the
"http://www.w3.org/2006/07/policy" location.  Note this namespace
document should provide a statement on the change policy for this
namespace.
