PBC-01 Bad namespace prefix

Table 1. "Prefixes and Namespaces used in this specification" defines
the prefix "xmlmime" for the namespace URI
"http://www.w3.org/2004/11/xmlmime".  This is an invalid namespace
prefix since a namespace prefix is not allowed to start with the
reserved string "xml".  See [1]:

Prefixes beginning with the three-letter sequence x, m, l, in any case
combination, are reserved for use by XML and XML-related specifications.
