Kohei,

Regarding Issue 1099 [1].

As a result of this issue, the working group agreed to add clarificatio
to its spec to state that evaluation orer follows xpath rules. This was
agreed by the workging group 
at its meeting on 28 Feb/1 March 2005 [2]

Please let the Working Group know if this resolution   
[1] is acceptable or not as soon as possible.
