Attached is a proposal for option #1 (make Core and SOAP binding XML
version independent, as proposed by Hugo amended by Paco) as discussed
today in the meeting.

The documents attached are both the Core and the SOAP binding, in 3
versions:
- XHTML version
- XMLspec version (for the editors, should the proposal be accepted)
- Diff-marked HTML version, to show the changes.

Note that the changes in the SOAP binding are minimal: the way
xs:boolean and xs:unsignedLong are defined, it seems to me that it's
safe to use them defining the type of the XML element information item
in the spec without tying us to XML 1.0.

Cheers,

Hugo
