Call for Consensus (CfC) to transition “WebRTC Statistics” to Candidate Recommendation” - respond by March 10, 2018

All the issues identified as CR-blocking [1] during our TPAC F2F in the 
WebRTC Statistics specification have been addressed.

The remaining issues [2] are expected to be addressed during CR or in a 
future iteration of the specification.

There are existing partial implementations of the specification in at 
least Firefox, Chrome and Safari.

As a result, we think it is time to transition the spec to Candidate
Recommendation. In accordance with the W3C process requirement to record
the group's decision to request advancement [3], this is a Call for
Consensus (CfC) to request transition to CR for the following document:

Positive responses are encouraged, but if there are no objections by 
March 10 we will move forward with the transition request.
