Proposal for API starting point

In response to the call for API contributions
(<http://lists.w3.org/Archives/Public/public-webrtc/2011Jun/0021.html>) 
the chairs have received the suggestion that the WG should base its work 
on the document presently found at

http://www.whatwg.org/specs/web-apps/current-work/webrtc.html

The chairs have been in contact with Ian Hickson, who presently edits 
this spec as part of his WHATWG work, and he has given assurance that 
this document can serve as the basis of a W3C REC, published under the 
W3C patent policy.
