Brief comments on the charter

Hi folks:
Great job on the charter.  Just a couple of proposed additions:


*         Section 2, under "1 Web Payments Roadmap" - suggest a new bullet under "Increase user protection...":  "Reduce payee exposure to risk from fraud."

*         Section 3.2 - suggest we add "Merchant Customer Exchange (MCX)" for outreach. http://www.mcx.com/
