Comments: Web Payments Interest Group Charter

At your convenience, please consider the following thoughts/comments regarding the applicability of a KYC/AML identity/credential solution for Web Payments as having great significance to the worldwide education market as well.

1.      The impact of a standardized KYC/AML identity/credential solution for payments will also generate significant value outside of the financial industry.  The need for rock solid identity authentication and portable identity/credential data are cornerstone capabilities in the rapidly evolving areas of educational data confidentiality and student information privacy.  The worldwide education market demands a secure identity/credential eco-system and the solid underpinnings of a generalized identity/credential solution for payments proposed by the Web Payments Interest Group will directly support the needs of the worldwide education market.

2.      Considering the too numerous to count vectors covered by Identity and Credentialing domains, it might be prudent to focus on the foundational elements of credential storage and transmission.  Refusing to boil-the-ocean at the beginning will enable the Web Payments Interest Group to focus tightly and then broaden as warranted.

3.      We cannot overestimate the critical importance of KYC/AML identity/credential data portability while maintaining the anonymity of the recipient to the identity/credential provider.  We need to ensure that vendors are not permitted to lock-in customer data as the sole source.  Privacy must be an important objective also, only allowing identity/credential providers to know to whom the identity/credential data is being transmitted if authorized to do so.

4.      A 2013 article in Education Week estimated the global market for education at ~$4.4 trillion and poised to grow significantly thru 2018.  This was based on an analysis by international investment bank IBIS Capital which also estimated worldwide there are believed to be ~1.4-billion students and ~62.5-million educators active in the education market.
