Comments on USAID's Draft E-PESO Statement of Work

Hi all,

USAID[1] had put out a request for questions and comments on their
E-PESO initiative a while ago:

The goal of this particular initiative is to upgrade the Phillipines
current payment infrastructure, where 98% of all transactions are still
cash, to an electronic payment infrastructure. John Waugh (who works
closely with USAID), and Joseph Potvin (of this group), have been taking
the lead on this. They've taken the document we submitted to the US
Federal Reserve and modified it to fit the USAID RFC.

The purpose of our submission to USAID is to make them aware of the work
that this group is doing, and to invite them to come to the Web Payments
Workshop in March. A draft has been prepared and is being

Apologies for the short notice, but we just found out about this
opportunity. If anyone on the list objects to submitting this document
to US AID, please let us know. We're going to try to submit it by next
Tuesday (Jan 21st). The deadline is January 23rd, 2014 Manila/1800hrs
(Philippines time).
