Here's another idea: Payment Request API supports "requestPayerPhone". We have been talking about Payment Handlers being delegated flags (see [1]). One way to handle returning phone with the billingAddress is only if requestPayerPhone is true. That would be in addition to any user agent config option to allow the user not to store or return the phone.
