[Minutes] 13 August Web Payments Interest Group Work Meeting

We welcomed Kris Ketels, reviewed the state of the Member review of the draft Working Group charter, and spent most of the time discussing the capabilities document, which is expected to evolve significantly over the next 6 weeks and be an important tool for knowledge transfer to the new Working Group.
