[external_reviews] new External Reviews Task Force lead - Claudia Swendseid

Everyone:

Please join me in thanking Claudia Swendseid for taking on leadership of the task force for external reviews.  These reviews will help solidify our liaison with important groups outside W3C.  Claudia has a wealth of experience both at X9 and ISO and her guidance will help us to do the right things and not waste time on other things.

Please join the task force (by adding your name on the Wiki[1]) if you are so inclined.

This task force will begin its work on email - no scheduled meeting yet.
