Github repository layout

This is just an update on where we are w/ Github for specification
editing. I have updated the Github source code repository with a
/proposed/ layout:

https://github.com/w3c/webpayments-ig/tree/master

I've also committed the latest version of ReSpec and created 3 template
documents (roadmap, payment-agent, use-cases):

You can preview what the documents look like here (note: these are
temporary URLs and will not be used when we integrate w/ W3C):

We still don't know:

1. Whether or not we want to use Git[1] or Github[2].
2. Whether or not we want to use this repository layout.
3. Whether or not we want to use ReSpec[3].

I am currently working out a way to sync Github w/ W3C's version control
system (CVS). If that's a success, we will be able to work in GitHub and
have the changes show up automatically on W3C's website w/o human
intervention.
