I'm not sure that HTML5 is the right place to spec. this.  What about CSS stylesheets used by non-HTML resources (e.g. TTML)?

I also wonder whether there is a point to be made about 'support' resources such as fonts, scripts, stylesheets etc., and 'displayed' resources such as images, text, videos etc.
