[W3C Web Crypto WG] CfC on PR : Add notes regarding interoperability for key formats other then raw

Dear all,

As decided few weeks ago [1], the editor has added a note in order to mention to make sure that all currently defined format stays described in the specification, as normative, and invite the developers and implementers to look at the test cases in order to check which level of interoperability is expected on those formats.
