Help needed reviewing spec changes

All,

Thanks to those who reviewed some of the pending specification changes, but
there are still quite a few that need attention:

I'm reluctant to make significant changes without anyone at least doing a
sanity check and reluctant to add to the load of "needs review" items until
a few more are cleared up.
