approval of 1.0 errata strategy

Hi WebCGM WG --

This message documents the WebCGM WG approval of the proposed WebCGM 1.0 
errata strategy.

That strategy is:  approve the 1.0 errata document within the WG, then 
review for 4-weeks in W3C/public, and then publish it to it proper 
1.0-linked location for approved errata document.  We will not, however, 
fold it into WebCGM 1.0 and publish a new WebCGM 1.0 Third Release.

A majority has endorsed the proposed strategy.  four attendees approved at 
the telecon [1], and two more on email [2], [3].
