Re: WebCGM 2.0 spec.: broken links.

I fixed all broken links, except "these 3 ... will be resolved at publication."

There is also a broken link somewhere in or below .../Submission/..., that 
is found if linkchecker recursion depth is greater than 1.  I don't think 
it can be fixed.
