I saw you asked Tobie and Robin specifically, but while we wait for their answer: Currently the process seems to be that anyone of the WebApps' WG participants who want to, can get the rights to the repository, and hence merge any PR. I think the "process" is asking someone in the core W3C team, like Tobie, Mike or Robin to get access, and they'll give it to you.
