Re: [whatwg/fetch] Split 'document' destination into 'frame' and 'iframe'. (#948)

I may be cynical about this, Artur, but my expectation is not that every developer writing Fetch Metadata logic will (or should) "learn about these quirks", but that instead they will "copy and paste from the documentation that clever folks like @arturjanc write about how to use the raw data exposed by this feature" (a la https://csp.withgoogle.com/docs/strict-csp.html).

I also don't think that this is really a lot to learn. Especially if we write an implementation considerations section with the rules we might recommend for folks to play around with and put it into the spec so that we can point to it with a degree of clarity that I, at least, would find compelling.

Can we do that instead of circling around this question for another month? :)
