Re: [w3c/permissions] A new permission for canvas data (#165)

Bikeshed: if we do this (@KOLANICH brings up an interesting point I had not considered) I suggest "canvasimagedata" or "canvas-imagedata" if hyphens are preferred. That would match existing API terminology more closely.

(As for prompting for synchronous APIs, I still hold out some hope that eventually we know enough about what things we are executing so we don't have to return to script until we've heard from the user.)
